When looking for rates in different Countries it’s important to take into consideration the general quality of work and cultural/hourly differences. If you are in the US and need to hire offshore, maybe its cheaper in India or China, but you’ll have 12 hours or so of difference in working hours, and then cultural differences are important, also language.
When doing projects in the US or Europe, usually I consider best resources are located in South America(Argentina is a good market to search), cheaper than the states and with similar quality and time zones as the US/Europe, also almost none cultural differences, and good English language skills.
When doing projects in Asia, i usually contract people from India or the Philippines.(very very cheap, but you need to search really well for quality of work and maybe change your working hours to be able to control things).
So it’s not always about the rates, buy also about quality and the ability to work at almost the same time zone.
