SSRS vs Azure SQL Reporting - Cost and Implementation

Question

Can we set up an SSRS server on Azure given that we have no servers of our own? Can you elaborate on the cost and implementation?

Microsoft has been charging a lot for providing the SSRS services. It costs around $1600 per month and it also hasn't been providing high availability. It also does not seem to meet the requirements for two instances of Microsoft's SLA. 

Windows SQL reporting services have been discontinued. They stopped working in October 2014.
