Power BI calculate percentage (divide) using Filter

Question

I want to show the percentage in the gauge chart:

I can bring 3000 and 37% is what I am calculated and the above chart shows the data filtering shows the 37% of  3000

I want to bring the 37% in the gauges chart "Target Value" and I need to measure the value divide the filter 1100 by 30 which bring the value 37% in measure and then I can drag the measure in the target value property

This the value I have written:

The measure gives a value 1 which is incorrect

Step 1: A measure with value 0 and set the gauge minimum

m_min_value = 0

Step 2:   A measure with value 1 and set the gauge maximum

m_max_value = 1

Step 3: Here you have 37% as a measured value ready in that case configure the gauge
