I created 4 EC2 instances with T2 Medium as the type and tried to assign an elastic IP and it failed on Allocation and subsequently, I am unable to access those 4 Running instances as these are chargeable, I need help in troubleshooting and resolving them ASAP.

Remove the filter and check for the aws ec2 instances and see whether you have default IP or not if not go to 

actions>>networking>>manage IP address>>Allocate elastic-ip address

This will help you to attach IP to your instances.
