Connect to Azure HDInsight Kafka cluster from public network / local machine

Can anyone help me that is it possible to connect to public network via Azure HDInsight Kafka without using an VPN? Can anyone help me with this?

So basically, in able to connect to it you just need to open the firewall ports and not need to use the VPN.
