I have an egress rule assigned only to the internet gateway to my private subnet, Now I can connect with the IPV6 website but not to IPV4 address.

Do I need a NAT gateway to access IPV4?

If you are interested in outgoing traffic then you need NAT Gateway, Egress only internet gateway are only for IPV6.
