Connecting Power BI to Azure SQL database without on-premises gateway running

I have started using PowerBi and came across a problem which is inconsistent,I have connect to Azure SQL database and I have chosen data source in the desktop app, When I select SQL database as source the reports doent show up and getting an error

You should allow Azure Services to connect in Azure SQL firewall
