You can sign up to SES service. I would also recommend you to look into Amazon SNS service along with SES to determine which one would be the better solution for you what you are trying to do.
As an alternative to SES, you can also use Sendgrid or any other external SMTP server.
if you want to directly send emails from your EC2 instance, then you will have to fill in an online form with Amazon.
