Row Level Security not working in Power BI with Groups

Question

• I have made some report in Power BI desktop
• And Select "Manage Role" and to create rule which shows the data for region ="Italy"
• Then I upload report to  Power BI Services
• Select the security tab under dataset and associate with users to the rule
• And I create the sharepoint page, where I embed the reports which I prepared
• When I select the report with I see all report data.

The Row Level Security rules work in the case when Workspace is define
