If you ask my thoughts about Quilt then I think Quilt is following the pattern of a long line of solutions that are allowing data professionals in one part of the data science landscape to work in a way they are comfortable with, but do something that traditionally belongs in another role.
Some of the examples of this pattern are as follows:-
In the field of database analytics and machine learning using R in MS SQL Server. This is for data scientists doing database work in a data science way.
It is also used in data pipelines and joins in BI tools like Spotfire and Tableau. This is for BI professionals doing database work in a BI way.
Machine learning on Amazon Web Services. This is for cloud professionals doing data science work in a cloud platform.
