Coexistence between Azure P2S VPN and Expressroute

I have created an Azure virtual network and I want that the user can able to connect to on-premise server. But there are not able to connect to on-premise server. Can anyone help me with this?

So basically, Transit routing is not supported, but you can able to route between local network using Site-to-Site VPN and also able to connect to your on-premise using ExpressRoute.
