renpy/python save file decoding within Notepad +

Question

I am having difficulty trying to make this file readable. I would like to know more about it, how to understand and solve these problems in the future. What I am trying to do for this file is to find the character stats but due to the confusing symbols, I can't figure out how to it.

.tcl Files are for tcl/tk language. The file you are trying to open isn't Ren'Py nor Python savefile.
