Need small information when suppose we have 200vm's and 200vm's has been divided by different categories for suppose 30vm's for http, 80 for pop,50 for 22, 40 for dhcp. For four servers wen need 5 security groups. (Why can't keep it all this servers in one security group ?)

we don't think it is necessary to use different security groups. If you manage to give the rules required for your vms there are no such restrictions that you need to use different security groups. To find the limitations please go through the following link:https://docs.aws.amazon.com/vpc/latest/userguide/amazon-vpc-limits.html  

The limitations are only for the Number of rules that are given to a security group, not for the number of instances connected to it.
