Try to use "dotnet pack" instead of "nuget pack" in your VSTS, it will be resolved.

To publish nuget lib on VSTS, choose the following plugins sequence:

  1. Get sources
  2. nuget restore
  3. dotnet build
  4. dotnet pack
  5. nuget push
