Yes, of course, you must need to learn one programming language before you start learning Selenium. I am mentioning the languages supported by selenium:-

Personally I would suggest you go with Java, as core Java is easy to learn and you can write your first script in selenium once you learn a few topics in core Java.

Installation, for learning Selenium and Java all you need is Eclipse IDE and selenium jars both easily available and free. Also, there are some plugins, bdd framework like cucumber easily integrate with eclipse. Best site, to begin with, is Intellipaat. They have kept it simple and quality content for beginners.
