Getting this error in AWS is fairly common and may occur due to a variety of reasons :

Assuming that you have a free tier account, due to technical difficulties it is possible that sometimes users are unable to launch instances in certain regions. Try changing the region and then launch the instance.
It is possible you are not using the default VPC and your VPC lacks internet gateway connection. Make sure its there before launching
