Can we put on the setting alert on notification hub in Azure classical portal?

Could someone tell me how to put on the setting alert on the notification hub in the Azure classical portal?

It is not possible to do so. Instead of using 3rd party services you can also implement your own service. This is done through API, The notification hub provides API. The team may be notified using the REST API service. 

The documentation for Microsoft FAQ had a similar question where it states that a 3rd party service may be used but there is no other way of issuing alerts for it.
