Can Azure Logic App be a workflow engine for a workflow module in a cloud service?

I wanted to know if the Azure logic app is a good solution for a scenario where I am creating a web app that contains a workflow for users when they are designing their won workflow from some pre defined steps.

Azure Logic Apps can be used to solve your query. Although you will have to take care of a few things, these are:

1. You will have to work with your own GUI.
2. You will have to generate a workflow for the users such that you can execute a workflow on behalf of your customers.
3. Currently, external users cannot authenticate outside the Azure Portal. 

Apart from these limitations, the service will work as per your requirements.
