Out of all the subscription levels, which one is most suitable if I am considering to enable saas apps at the lowest level?

To be able to have conditional access to saas apps you will need to have an azure active directory premium subscription. 

The lowest level of AD premium subscription you can get is Premium P1. It will let you access cloud resources by creating an automated access control decision.
