For cross region load balancing, it is usually implemented as DNS-based load balancing, where it will assigns different IP address for different region. It will assign only one IP address, then which region this IP address is assigned to? How the network traffic is forward? Will it increase the network latency?

Google http/HTTPS load balancer does not require any domain name. Instead of the domain name, it uses global IP. And incoming requests are routed internally within the region/data center.
