Could someone tell me what is a linear cost function?

A linear cost function is a function whose cost curve is linear or a straight line. Cost function represents a measure of the error of the system or model build that could be a neural network or machine learning model. There would a training set of data that is used to train a model and then that model or neural network would give output that is then analyzed against the expected value. The variation of the output from the expected value is the cost function of the model or the neural network.
