Question on Inline editing for 1 permission set on a Salesforce custom object.is this only at the Org level?

I am currently working on inline editing and want to enable a permission set on custom object. So, is it working only on org level? Can everyone able to see this once it has been enabled?

Yes, basically this will work on org level, it is an org configuration. But, there are some points which need to be considered like profile edit, permissions etc.
