Can anyone help me is it possible to manage some operations like MFA, user-types, Authentication methods using Terraform?

Yes, you can very well use Terraform to integrate with your Azure active directory and manage users and groups. Plus, it also provide some of the other services related to authenticating to Azure Active Directory.
