The cx_Oracle appears to be the central Oracle DBAPI for Python and probably is still under rapid development. And though there is no download for Python 3.5 (Windows) only versions for Python 2.7 and 3.4. The unofficial Windows Python binaries page doesn't even have a part for cx_Oracle. Why is that?

There is one link for that. There was a slight delay as I had to get an environment set up on Windows to execute for Python 3.5. There are no such complexities on Linux.
