Azure Service Fabric cost calculation, nodes vs instances

Question

I want to know the cost of Azure Service cluster, but it ask for Scale sets. Can anyone help me what is scale set?

Virtual Machine Scale Set helps you to scales an identical VMs. Service Fabric works on scale sets for elastic scale in and out based on the load. Also, it will not cost with the scale set resource.
