Azure, connection refused on some ports when accessed from the internet

Question

I have created two VMs and in one VM I have installed a web server with proper port and Inbound rules, but cannot able to access that web server outside the Azure like web. The error which I got is quite familiar:

ERR_CONNECTION_REFUSED

Can anyone help me with this?

Basically, for this type of error, we used to adding or updating NSG rules will take some time to reflect the changes. Also, you can try rebooting the VM instance and it will start working. It is strange but it works.
