Error on Installing WebLogic Server

I have installed JDK but getting the error when i trying to install WebLogic server but getting error filename: fmw_12.2.1.3.0_infrastructure this Jar file which I download from Oracle site.

The Fusion Middleware is not an executable file but the jar file where you need to run it on command prompt with jdk extension. Here is the screenshot:
