Port 8080 just won't open on azure

Don't know why 8080 traffic isn't working. It gives a timeout error.

It should usually work, check if any of the following is a problem: 

1. If there is anything attached to the 8080 port
2. If you're using the correct IP 
3. The network security group which opened that port
4. IIS setup is not interfering 

It is usually a problem if any of the above is configured incorrectly.
