Are Elastic IPs charged or not by AWS?

I am just confused whether AWS charges for Elastic IPs. If yes, how?

In AWS, Elastic IPs are totally free, as long as they meet the following conditions 

The Elastic IP is associated with an EC2 instance.

The instance which is associated with the Elastic IP address is running.

The running instance has only one EIP address attached .

If the above conditions are not met, you will be charged based on the region.

You will also be charged if you remap an Elastic IP for more than 100 times in a month.
