How to set the RU/s for my CosmosDb container lower than 400?

I want to set a number of 100 RU/s for a CosmosDb but it always set it on 400 or more, which will cost me more. Can anyone help me how I can able to set it to 100 RU/s?

So basically, the minimum amount of cosmos db is set for 400 RU/s, it will not care about whether it have single container or multiple container for that database.
