What does outbound traffic means in the security group attached to an RDS instance in AWS. The Inbound traffic means requests coming to the server from client located somewhere.

What does the "Outbound" traffic mean? Are these simply for the responses of the db server? So, wouldn't it make sense for Inbound and Outbound to always have the same port range and IP addresses?

Outbound rules do not affect responses coming from DB server for external requests as security groups are stateful. If you send a request, the response traffic for that request is allowed to flow in irrespective of inbound rules and similarly responses are allowed to flow out . Outbound traffic rules are for purposes like downloading patches for the DB Server.
