Azure IaaS VM monitoring

Question

Is there a way to monitor Azure IaaS VM, and how to receive an alert whenever the VM goes down? Also, we don't want to invest on alternatives. Can anyone help me with this?

So, basically you can add your virtual machine to Azure monitoring and then you can create an alert rule so that, whenever your VM goes beyond that threshold then you will get an email alert.
