Re-routing packets due to packet loss from EC2 instance

I'm getting packet loss out of EC2 talking to a particular server, A new instance with the EBS also has the same issue. What to do to resolve it?

 It seems to be AWS global infrastructure issue and which cannot be controlled by the customer at the instance or VPC level. According to the documentation here, Infrastructure is fully AWS's responsibility, customers can't change any that level.
