Azure and cloud foundry are two different platforms altogether. Azure serves as an Infrastructure as a service as well as a Platform as a Service. So you can not only deploy applications using it but also create virtual machines.

Cloud Foundry, on the other hand, is just a multi-cloud platform as a service. There is no need to provide a runtime in cloud foundry which may be an important feature in Azure. It also provides all the major storage services too, including MySQL, Postgres, and Redis.
