AWS provides an SLA of 3000 IOPS for GP2. As AWS SLA promises 3000 IOPS, it can handle a maximum of 3000 input/ output operations. So, as per your question, If there are no input/ output requests, then no data will be stored in the burst bucket.

the burst bucket will provide a metric where the data will be stored by providing the highest performance. The data that you will enter will be stored but as in the first question, you have asked about the iops. In that case if there are no inputs or outputs then there won't be any data to store.
But this burst bucket will store the data and give us high performance when compared to others.
