Could someone tell whether Python 3.9 is released or not?

Yes, Python 3.9 has been released. The release date for Python 3.9 was 5th October 2020. Though beta versions were made available previously, the full-fledged version was released later. The current version of Python, at the time of writing, is 3.9.1. And the next version of Python that is Python 3.10 is slated for a release in early 2021.
