Could someone tell whether Python 3.9 is released or not?

Yes, Python 3.9 has been released. The release date for Python 3.9 was 5^th October 2020. Though beta versions were made available previously, the full-fledged version was released later. The current version of Python, at the time of writing, is 3.9.1. And the next version of Python that is Python 3.10 is slated for a release in early 2021.
