azure Subscription : “ You are not eligible for an Azure subscription”

Question

I tried to create an account and signed up using my Gmail account but after I accepted the terms and conditions and it said "You're not eligible for an Azure subscription"

Double-check that the following conditions are satisfied : 

1. You have not already issued a subscription with the same Microsoft account before.
2. The credit card details provided by you are correct and not invalid 
3. There are no issues with the personal information provided by you such as the phone number, email address or the name.
