What is an hour based on? Is it the time for which the application is running? I am also not sure if it considers the number of requests coming in per hour/minute.

It is the time of the deployment of the application. It begins when you deploy it at first and then continues to charge for it till the time it is deleted.

The clock works like your normal wall clock, so if you deploy your application at 3:45 and take it off at 4:05, it will charge you for two hours as a whole. Considering the 3 o'clock hour and 4 o'clock hour.
