SalesForce : Picklist metadata deployment API Version 40

If the picklist values are missing from a definition part while deploying then it is set to deactivated when it get deployed. Can anyone help me how do I able to not set it to deactivate?

You can able to add the picklist values to the relevant picklist field for each record type of object. And then, you can try to deploy it again.
