Azure App Service Plan - Pricing Model Questions

Question

Can anyone help me with how exactly the pricing on App service plans works? And, if we are going to pay only for the App Service Plan only, even if we don't have web apps running.

There are some App Service Plan present are-

1. A Free plan can have 10

2. A Shared plan can have 100

3. A Consumption plan for Functions can have 500

4. All other plans can have unlimited

Also, for the app service plan you can only pay for compute used, whereas the fact that the plan is there, ready.
